Best in slot

Elemental

Priority: Nature damage and spell power first, for Lightning Bolt. Then Intellect, which sets how many casts you get before drinking. Leather beats cloth on equal stats for the armor. Stamina counts little, healing not at all.

Talents: Elemental Combat 11 / Enhancement 0 / Restoration 0

Enhancement

Priority: One big, slow two-hander: dual wield is out of reach at 20, so every hit scales off that one weapon. Then Strength, then Agility, with Intellect alongside since Mental Dexterity 3/3 turns it into attack power.
